Comparison of New York State vs. New York City Prenatal Leave Requirements

Since January 1, 2025, employers across New York State have been required to provide paid prenatal personal leave (PPL) to pregnant employees. This month, New York City implemented its own PPL rules for employers operating within NYC. The NYC rules are effective July 2, 2025, and while they largely duplicate the state rules, they do impose some additional requirements on NYC employers.
